where does this thing go?

there is this little bumper thing on a bracket and i think my new car has it in the wrong place. the trouble is that BOTH of my cars have had the right front fender replaced, so neither are good references. parts catalog is not great, and most people (unintentionally) crop it out of pics.

I think it a bumper for the hood, basically halfway between the circular rubber bumpers by cowl and the hinges. Maybe to limit its deflection.

My hood kinda rubs on them and it has original panels/paint.
