Looks like some one used a bolt to plug the line that runs to the shutter valve. It isn't a vacuum leak. I don't see why someone blocked it with the rats nest still in. If you want you could take the bolt out, and hook it back up to the blue tube coming off the air cleaner directly above it. Unless it's blocked for a reason.

They may have blocked it because it was bad. If you pull the bolt out, and hook the hose back to the air cleaner, and it doesn't want to run right, you'll know why they did that.
I hope the port on the bottom of the air cleaner was also blocked, or dirt can get sucked into the engine......
