Tweeters in Dash / A-Pillar / Door

I was a professional mobile electronics installer for 7+ years and now am an electrical engineer in the OEM premium audio domain.
The last place you want the tweeters is on the dash (reflecting off the windshield) or at the top of the pillar like pictured above. If you're using all passive components, with no time alignment compensation, then you want the tweeter no further from the woofer than the diameter of the woofer. So if they're 6.5" woofers, the tweeter should be 6.5" or closer to its associated woofer. If you're running an active setup with a processor and are compensating for phase mismatch, time alignment, etc. then you have more flexibility. So if your question is in regards to sound quality, there's your answer.

My current plan is fairly humble -- a pair of JBL Control LAs (indoor/outdoor speakers) in the rear, up against the tail lights, firing directly forward, and a pair of 4" coax speakers in the OEM kick panel locations. Since the kick panels are so low, I'm planning ahead in case the highs seem muffled.
I didn't plan on running a processor. With reference to time alignment, is it more important that the tweeter be close to the woofer, or is it more important to match the distance from the listener?
Also, is there something especially bad about reflecting off the windshield, or is poor time alignment your main concern?
