Just dug this picture up from my archives. Do this if you wanna go mechanical... (Which I highly recommend)
If you look at the bottom rear side of the carburetor from the passenger side (aircleaner off), you will see the throttle shaft, you wanna ziptie or wire the secondary shaft so it opens with the primarys (you want the secondaries to open once the primaries are at ~1/3-1/2 throttle).
In the picture it shows what you need to zip tie.
I hope this helps... let me know if I don't make any sense

You mean he completely disconnected them so they don't open at all?! What a **** head. You'll want to make a therough inspection of that car, in case he made any other improvements, but back to the subject at hand: The front of the secondary throttle shaft should be connected to the big vacuum module on the front right of the carb, with a long connecting rod. At the rear the linkage is more complicated and harder to see. See this thread for some pictures I posted earlier.

You'll have to have both linkages hooked up for the secondarys to open. Read the post to find out what should be happaning at the back of the carb. There's no way to function test the vacuum module at the front with it still on the carb, except on a dyno, but you can move the arm on the module with a long screwdriver and watch for the secondarys to open. Ask this genious exactly what he disconnected...

then poke him with a stick.

well this guy sold the car becouse " I drink I drive talk on the phone trying to shift really dont work for me" so it was kinda give that before you wreck or something bad happens to it. The reason why he disconected the secondaries was so he oculd get better gas mileage that way I dont know what he was smoking but I put 5 gallons in it and managed to go 45 miles and now I need to fill up again. I will try the thing with the zip tie in the morning.

the flooding is more than likely an issue with the vent solenoid. There aren't too many things that'll cause a nikki to flood, just an obscene fuel pump with no fpr and the vent solenoid. Since he probably didn't put in a powerful fuel pump it's almost for sure the vent solenoid.

I don't see anything with pics, but here's RX7Carl (the nikki master) with a flooding guide. The solenoid isn't that hard to find, there are only a couple things it can be on the carb so you should be able to find it.

well I got it to run good but it still floods after you shut it off I think the return might be cloged up or something like that. But for now that thing is a beast with the secondaries working good I mean I wish mine was that quick.
