Question about these used coilover converted struts I got

Howdy yall. Hope I'm not in the wrong section since this is more of a custom job.

Got some nice coilover modified front struts in a package when I bought my gsl-se rear axle.

One of the cartridges was missing and the other was blown so I just now took apart these front struts to see what parts they were put together with.

It looks like those were built to use stock dampers, and one strut still included a tokico illumina bz1069, albeit blown.

Just about all the other parts seem to be present including the camber plates.

My question is, is this perch not finish welded properly? I only see 3 spot welds under the perch on both struts. I took off the sleeves to see if the perches were welded from the top under the sleeve, but they are not. Should weld them all the way around first before I rebuild these or is this normal?

Thanks

i think it would be a good idea to have it attached more.. obviously it doesn't need to be all the way around, but those look pretty small
