Question Prospective owner: 1984(?) Gsl-se

I'm looking for advice on a 1984(?) Gsl-se near me. I have a couple of questions

The car in question looks to be a Gsl-se: Gsl-se wheels, fully loaded interior, rear disc brakes (couldn't tell if they were vented or not), 13b, but the vin decoder I found online and insurance shows that the car is an '83 carbureted, the car has a rebuilt status from 1997.

The body shows it's age at 250k, the rust isn't terrible but the rust area by the storage bins has been fiber glassed over, still not bad. The owner states the 13b was swapped in by the previous owner and has 50k, there seems to be some wiring gremlins in the car, the rear lights aren't working and the defrost light comes on and off a fair bit. Speaking of the owner, his main reason for selling is to make some money for Mechanic schooling so either, A. he found something he cant fix with the car or B. he doesn't know much about rotaries. I'm leaning towards the latter because he doesn't know why / how to premix, that the car is a (optioned) Gsl-se or realize the engine is running wrong (more on that in a moment) and in banter with the owners dad, mentioned he was surprised it got less gas mileage than his Honda Civic .

Revving and driving the car seems normal while in he lower Rpms, not crazy fast but it will chirp the tires. But it you put your foot down the car will try its very best and max out at.....

5k Rpm (in third)

You can not make the car rev higher than 5k Rpm in any way. I thought it might be a seal so I didn't even bother pulling the plugs to check for compression, but after getting back in town I realized it didn't have the same idle or rev characteristics in the lower rev range. Talking with the 13b Fb carbureted guy near me tells me it could be a multitude of things, o2 sensor, sticking intake ports, emissions or fuel related...
What do you guys think?

s it "basket case" priced? It will be a money pit IMO

Yeah buy it cheap if you want a long lesson on rebuilding Rotary cars.

The guy would probably sell it for 3.5k cad today, but I’m in no rush to make a bad impulsive purchase, I’ll probably wait until the snow is about to fall and he can’t afford store it / needs some money.

these things used to get stolen, so its totally possible someone bought an 83 and swapped a stolen GSL-SE into it.
be prepared to find some "interesting" workmanship!

not revving over 5k, could be a bunch of things, fuel filter, plug wires, etc

The vin will tell you all you need to know about the year of the car and if the car had a 13B in it originally. We need to start with the vin and pictures and then go from there.

Alright so it's a 12A car that somebody swapped -SE drivetrain and suspension into. That's a good start, but if it has body and electrical issues, and won't run well, then you need to decide if it's worth it to you. Pics would really help assess the condition and value.

This is pretty much the worst extent of the (visible) rust

The interior indicates an 84-85 model year and the car does have the GSL-SE suspension and wheels. Someone may have swapped the vin plates. Does the vin number on the vin plate match the stamped number next to it on the firewall?
