problems....help appreciated
ive recently been confronted with storing my rx7 in the garage for the last week. this sux. there are two problems. first: when i put my key in the ignition and turn it to the "accessory" position the cd player will come on and i have power, however when i turn the key to start the car everything is grounded out and i cant even get the accessories to function anymore. secondly: ole rex wasn't idling right, if i let the car fall below 1700 rpms it or let go of the gas, the car slowly loses rpms and then stalls out. to fix this i took it to a technician and he cleaned out the accelerator pump. this helped somewhat, but the car still wont idle where its suppose to (around 800 rpm) and it still inconsistantly stalls out every once in a while? the mechanics seem to be stumped????? help???? specs are 1983 (12A carb.) any ideas?

The accelerator pump has NOTHING to do with the idle circuit!
You probably need a simple tune-up, and seeing as how he felt cleaning the AP out was going to fix it, he probably does'nt know how to tune it.
You can learn yyourself very easily. Just do a search here. Lots of info.
As for the electrical; problem, if your voltmeter is showing better than 12 Volts, then you probably have a bum ignition switch...not uncommon for FBs.
It can either be resoldered, or replaced. Either is a pain in the ***.
You'll know if it is the switch if you remove the plastic cover from the steering column, and try to start the car while pressing on the soldered contact closest to your left knee. Don't worry...no chance of a shock or short, just don't let anything metal touch them.

another vital detail may be that i can start the car by getting jumped by another vehicle but it doesn't even seem to have to charge, i just hook up the jump and it starts right away

Classic case of a probable bad ground for the battery cable, or poor connection on one of them (maybe the starter as was suggested). Id investigate that first. Yes Ive seen switches go bad, but your telling us that an additional battey jumped to it makes it start leans towards a bad connection.
For the crappy idle. You prolly have a vacuum leak. Mybe something as simple as a hose come off. Maybe your "technician" bumped one, or forgot to reconnect one.
