It might or might not has PS. It was an option on the car.
Real easy way to tell if it's a PS car will be the PS resevoir right next to the steering column. Don't get it confused with the cluch and brake fluid reseviors tho.

A PS car mounts the PS pump down low and the A/C compressor above that - it's so high that the A/C lines physically rub on the hood.
A non-PS car has the A/C compressor down low.
The P/S dipstick is at the back of the pump - you have to dig down under the spark plug wires to get to it.
Allegedly only GSL and GSL-SE could have P/S, but early on in my RX-7 life I looked at an '84 GS with power steering.

Easiest way to tell and you don't have to open the hood. With the car running turn the steering wheel from side to side at rest. Now, turn the car off and do it again. If you have PS it will turn like a bitch with the engine off and smooth with engine on. If you don't, it will turn the same on or off.
It's that easy.
It's that easy.
