Opinions on Re-surfacing
I'm a newbie about to start a rebuild and have a question about resurfacing. On a regular rebuild of a GSL-SE 13b, no porting, etc. would it be adviseable to resurface the irons and the housings? I've seen some photos of this and not sure if it is a good idea, mandatory, or not even necessary. If the irons are out of spec, can you do this to make them acceptable? How does this affect the clearance between the rotor side seals, etc.

You can resurface them if you can find someone to do it. We have one machine large enough at a shop in my entire county of 1 million people. The quick test is to see if you can catch a fingernail on any edges that have worn in. You remove the nitriding so they won't last another 150K miles but they will still go a long time.
On engines with the O ring grooves in the plates you can't go too far because you will run out of groove to hold them in place. You won't effect rotor clearance etc., that is the rotor housing that sets that dimension.
Housings you just try to find some acceptable units or buy new ones. I don't know of anybody successfully resurfacing them for the public. There are a few that are doing it but I've et to see consistant feedback that is positive.

Goopy does some housing surfacing. It's not resurfacing, but they put an EXCELLENT finish on the existing surface. I've heard many positive reviews, and they've brought some heinous housings back. Haven't used them myself, but they are in my phone book for when the time comes.
