Oil fill "PCV"

Ok, here's the deal. I put in a new/used motor (8k miles on it) and after putting 8k or so more on it, and 3 oil changes I noticed a yellowish purpleish (Royal Purple Oil) gunk in the oil fill tube. There's a TON of water in this goo. I know that engines produce condensation, and that condensation is supposed to get sucked into the PCV system. Here's my problem: The nipple where the vacuum hose is supposed to go has been cut and pinched to nothing longer than 1/8th of an inch. Are these fill tubes a PITA to remove and reinstall? This buildup is not good I know, but I don't know how else to fix it. And does anyone have any pics of how they installed a PCV valve into thier intake, if I did manage to fix this problem.

PS Yes, the motor has been warmed up fully every time I drive it. No short runs here. It's running for at least 20 mins before being shut off. More likely 30-40 mins each startup.
