Old post but I'll throw it in - I think a difference is the Tender Blue is actually a Tender Blue Metallic. Not sure the other similar blues are.

The Ocean Blue is almost a sea green more so than a blue, but I can see why Mazda called it Ocean Blue as it's a very bright color!! I ended up buying an L6 Ocean Blue Metallic 85 GS o. 08 and absolutely love the color. I've had Tender Blue 7's as well and that color is also very nice.
