Check rockauto.com, and www.blackdragonauto.com/rxCatalog.htm they might have one for you. You can see if mazda can find one for you at a dealership.

I checked mazdatrix and they don't even have the cat anymore. They still have the two preconverters, total cost over 1,200. Main reason I did not use OEM. When I priced the whole system it was something like 3,000. So I bought an aftermarket cat and one preconverter to replace the factory cat and 2 preconverters. I got the cheapest one I could find (Eastern was the mfg I think).

Worked well enough, even had the tube for the air pump.
As I recall there was a disclaimer for California, in that it would not pass.
I believe there were some others that were more expensive that would meet your requirements. I live in Indiana - no safety or emission inspections

I've gone through 2 Rx-7.com cats. They each lasted about a month, not exaggerating. They did let the car pass emissions while they held together. I'm running a 13b with RB header and air pump. My next cat, if I need one again, will be from Random Technologies. They use a stainless steel matrix instead of ceramic.

It only takes about $50 at a muffler shop to get a generic welded in place.

true, but if i remember right, here in the lovely non- money hungry state of california, in order to pass smog you have to have stock cats that are bolted on and not welded -__-

They're all welded to a section of pipe.
