Just stopped running

One minute I was driving and the next there was a little spudder and then it died and won't start.
I have spark so I am thinking fuel pump.
But when I was looking to see if I could see any fuel spraying into the carb I also notices that the throttle sub-return spring end that goes to the choke return diaphram was missing.

Ok so the question is how do I check to see if the fuel pump is working? and were do I get the end piece for the sub-spring.

I'd say it's most likely your fuel filter. Definitely replace before doing anything else.

To check the fuel pump, pull the main fuel-in line at the carb. Then turn the ignition to "on" and the fuel pump should start running and spitting fuel out. Grab a metered container - it should dump out about 1-1.5 liters in one minute.
