How fast is fast, how much work can you do yourself and do you have the time, tools and space to do it or will you need to farm out the work? Post pics and tell us what clean and fast means to you.

I would do what I did to my RX-7 after it was stored for 3 years.
If you have time and know rotary engines well, give it a full tune-up.
Otherwise go to a dealer or a competent shop with proven rotary experience and pay for a complete tuneup.

I did the latter and mine is a daily-to-work runner. I love it.

Exhausts and suspension upgrades are awesome, but in my view, I'd relegate them to the "nice-to-have" department. Get the thing up and running reliable. Tuned up. Fluid levels right. Good alternator. No leaks.

Then go you can feel good about going gonzo with the killer exhaust system and eibach suspension.

Have fun!

First if you want to go thru and make it a Daily driver, you might want to go thru the attached thread.

$3000 will buy suspension, exhaust and nitrous. Total improvement will be huge.

I would get a perfect paint job. Fix up my interior. Make my rims look like new. and get a good sounding exhaust. That way it feels like a new car. And fix any broken or worn things in the engine to make it reliable.

Nitrous Oxide is not the same thing as fuel. nitrous oxide breaks down arouns ~570 degrees F in to oxygen and and nitrogen. Which means you have more oxygen for the combustion process and it cools the intake air bit when it vaporizes.

It's almost the same effect as a turbo and an intercooler combo, just with a shorter duration.

I'd probably do some suspension work and see about maybe upgrading the injectors and going with an after market ecu.
