HID lighting
no off-the-shelf stuff for flip-ups yet, but one could use one of these kits to make a fixed lamp HID kit:

Wow those first ones look like eyeballs. I've seen people make their own kits from junkyard Lexus parts for around 200 bucks, the toughest part is getting housings that work.

yup.
Unless you remove the projector from the plastic surround - in which case it's small enough that you could make a sleepy-eye flipup. Either way there's fabbing involved - a fixed lamp bracket or a sleepy-eye bracket.
