Mine do the same thing. When I turn the headlights on they go up fine. But when I turn them off again, they don't go back down. I have a good fusible link too. Its got to be something else.

could also be that a gear in the headlight motors are busted. If you don't find anything wrong with a visual inspection or a meter. You may have a gear problem.

This may seem obvious, but sometimes the obvious things are over looked, but there are two ways to pop the head lamps up. One, the headlight switch(multi-function), its off of the steering column on the left hand side. And then there is the switch itself on the dash, in my 85' its right below the 'hazard' switch. And even if you turn the actually lights out, if the dash mounted switch is still on, they won't drop in. Just a thought.

If it's not the headlight 'manual' switch - then it's the Fusible Link.

As much as you may think that your Fusible Link looks just fine, when it's under load, you get the EXACT same symptoms that you describe when it's fried. Get a replacement before you spend too much time monkeying around with wiring, and you WILL find that a new Fusible Link will fix the problem in 5 minutes or less.

I know this because my car was doing the EXACT same thing, lights go up, but now down. Fusible Link looked fine, and 2 days later, after trying EVERYTHING else, I changed out the Fusible Link and they went back to 100% operation.

Fusible Links are an older form of a high-demand fuse which allows a strong initial current draw, followed by a much lower current draw. These are used for the headlight motors because they draw a lot of current to start the lights up and down, but not much at all in between. When the Fusible Link goes out, it will still carry the 'up' load, but not the 'down' load. Go figure.

Also, DO NOT use standard wire in place of a Fusible Link unless you want to start a fire.

I know my fusible link is good because I just replaced it. I also know its not something in the motor because they go down with the dash switch (the toggle switch in the center of the dash that puts the lights up for washing).

The switch that turns the lights on will of course pop em up, and the switch on the centre console (series II) next to the demister - is a ROCKER switch anyway - and cant be HELD or LEFT on - or off.... not on my '83 anyway. . .

the switch on my 82 is a toggle type swtich (you can leave it on or off)

I have to leave it on (up) because I hit a honda and messed up one of my healight linkage things.

Replace the switch with a known working one.
That IS your problem.
