Fuel mixture screw

On my 83 GSL I recently rebuilt my carb, got new spark plugs and wires, new fuel lines, fuel pump, and filter. Before the carb rebuild, she would sputter with a generous serving of starter fluid. I was going through everything in my head of why it wouldn't work, and it hit me. The fuel mixture screw. In the directions for the kit, I bought off of either Mazda Trix or Atkins rotary (I don't remember which) said to turn it until lightly seated and back out two turns. I don't know what lightly seated means, and I'm afraid I might have done too much/too little. Fuel is getting into the carb, and the jets aren't gummed up, so this is the only thing I could think of past maybe an ignition issue. So my question is, what does "lightly seated" mean?
