Get an '81 or later carb. They run leaner at idle. It won't pass emissions anymore, but I doubt your current setup would.

Check your timing first. How clean is the air filter?

The engine is backfiring when you let off of the throttle, is this correct?

Maybe your trailing ignition is turning off under decel, or is always off? Remember '80 carbs run rich from the factory.

Adjusting the carb will not do anything.

The deaccel system is not working properly. It could be that the dashpot on the carb is out of adjustment or bad. The ACV valve may be malfunctioning or bad. As Jeff has stated the trailing ignition may be malfunctioning. Could have a intake or exhaust leak.

You need to perform the test procedures listed in the FSM for the emission control system.
If you want to stop some of the backfiring right now then when you are shifting or deaccelerating then keep the gas pedal slightly depressed.
The 1st thing I would test is the dashpot that is located towards the firewall side.
