Question Emissions help needed.

I've been having some trouble getting my car emissioned and I wanted some other peoples opinion. The car is a 1975 FIAT Spider and I have a 12A engine swapped in. I've removed all of the emissions equipment (cat, air pump, vac crap) ,almost all of it was trashed already. I've also installed a header, NGK plugs, new wires, cap, rotor, air filter, and I changed the oil. I have the stock carb on their but I rebuilt it.
Here are my results:
------------------------------------------Idle-------------2500----------LIMIT
First Time:----------HC PPM---------1943.0--------- 588.0---------1000
------------------------CO%------------5.52------------3.22----------- 4.5
I leaned the idle mixture before the second time, maybe too much because the idle was a little rough, results:
------------------------------------------Idle-------------2500----------LIMIT
Second Time:-------HC PPM-------- 2201.0----------1289.0-------1000
------------------------CO%-----------0.15--------------3.04----------4.5

I wanted to know what I should do, I'd rather not buy a cat because I'm not required to have one, so I'd rather use the money for something like new coils, which I suspect might be weak. I've also heard of using alcohol in the gas but I don't know anything about doing it, So if that would help out I would like some info on how to do it.
I think I've included everything. Thanks a lot in advance for any help.

I didn't think Ft. Collins was in the Metro testing area, or has that changed since I left there 4 years ago? You are quite close to passing, the alcohol trick may work. Run a can of Seafoam through 1/4 tank of gas, run it hard, that should help clean out the carb. When you go in for testing, make sure the engine is fully warmed up, along with the exhaust.

Fresh spark plugs will help and if you think your coils are weak, replace them.

Fort Collins has the basic emissions testing, but they are dropping it at the end of the year.

How much ethanol should I add for testing? Also, should I change the timing at all from stock?
