Electrical Problem Round 3! Very close!
Ok, I finally got into the technical BS. Here's what I came up with:
Here's why this is important. The items that do have a LY don't work at all. ZERO, as in NOTHING.
The items on that circuit that don't have a LY do get some power some way or another. Like my "Auto Clock" as it's called in the diagram above, does get SOME power because it lites up. Audio system DOES get some power; the radio turns on, finds stations, but no sound.
Turn & Hazard Flasher Lights don't work. But the turn signal lights in the FRONT do, but the ones on the side (front) don't. Likewise in back. BUT the "warning lights" (which I think is what the side lamps are called...) circuit IS on that LY. So if I'm correct the LY items have either a "short" or fuse contacts are out. I've checked that fuse several times, but it never seems to be bad... I'm thinking something may be loose somewhere...
Also, I've checked the little fuses under the "choke" **** under the dash on the drivers side. I have swapped out fuses all over that thing, nothing seems to be working. Is LY a seperate fuse someplace, maybe a relay or something? I'm not too terribly advanced on this subject, so please help me out.

Hold on here, let look at what you have here:
15amp Fuse in the main fuse block that powers several items which includes:
buzzers, clock, interior lights, audio system, turn signal, hazards and meter-warning.
SO not one of these items work? Check fuse and power off the block LY means Blue-yellow stripe wire.

The side marker lights are on the park light circuit not part of the blinkers or flasher system.

No the "warning lights" are the red warning lights that come on when you turn the key to the "on" position prior to starting the car, and come on when some it something on or something is wrong. Like LOW COOLANT, PARK BRAKE.

Well according to your wire picture, that part of fuse block is supplied by a WHITE-red stripe wire.

OK, warning lights (aka low gas, low coolant, park brake, etc) do work. I turn the key to the first position "accessories" and a whole row of lights do come on.
I guess we can safely (at this point) rule that the "side marker lights" have nothing to do with what we are doing.
When I put my blinker on, it does in fact flash (front and back both). However, when I push that hazard switch, nothing happens...
When I say swapped out fuses, I'm talking about the small blue, yellow, red fuses under the dash. Like right behind the gas door release button.
I'm going to get a whole bunch of new ones tomorrow and just replace everything under there and see what that does. The only problem is... that diagram doesn't tell you which way to orientate it. does Left hand mean "left side" or does it mean "Left side when you are laying in the floor board with your legs hanging out looking up"?

Lets back up, list everything electrical that is not working on the car.
Cause if you got any of the items on the 15amp fuse (LY circuit) it not a fuse problem since the 1 15amp fuse feeds power to the buzzers, clock, interior lights, audio system, turn signal, hazards and meter-warning.
Harzards not working can be a bad harzard switch.

NOT WORKING:
Dome Light, Emergency Switch, Hatch Light, Key lights (door and column), Buzzer (anytime), Horn
KINDA WORKING:
Stereo (powers up, find stations, but no sound), EQ, Tape, Clock lights up Amber, but no time (ever)

Result today:
I have water behind the buckets. I have water in my tire well. Under the front seats the matting is very damp. Two of my fuses were broken, and the relay under in the back bucket DOES click when I turn the key to accessories.

Sounds like corroded connections, or even burned out bulbs to me. If you have power to SOME of the devices from the fuse block, then the problem is "downstream" from the fuse block. Start concentrating on one device at a time, eliminating the possibilities one by one.
