The 12a does have what you might consider an ECU. All it does is controls the different solenoids and such for emissions purposes and doesn't have any real control of the engine as the FI cars do. It is located under the passenger side floor. Pull up the carpet and you will see a metal plate. There should be two 10mm bolts and two 10mm nuts holding it in place. Remove the nuts/bolts and the plate and you will see the 'ecu' and related wiring.

I know it isn't an SE. It still has a control unit that deals with the emission stuff (unless someone already removed it). I guess that you have an '83, so it is not in the spot where I said (sorry). That location does apply to 84/85 cars with the 12A or 13B engine. Here is where your control unit is located:

No, I don't think you'll have to remove the dash. It is just under the dash by the fuse box and stuff. So you are doing a t2 swap then? I don't think that the wiring or 1st gen ECU will do a bit of good in that case. The plug on this ECU is completely different than the T2 ECU plugs. If you are doing a T2 swap, I would use the T2 harness to go between the ECU and the engine and then do your own wiring for the connections between the T2 ECU and the rest of the car (power, grounds, neutral switch, etc.).
