Choke cable silly question

Choke cable silly question

Is there supposed to be 2 nuts on the choke cable at the carb? Mine just has one, 2 on the throttle cable. After 2 years finally beginning to assemble everything and I see this (wasn’t hooked up at all when I bought car).
Seems like it’d need one on each side of the bracket, but how would I get a 2nd one on?

No longer available from carmarka.com, does anyone have a picture of this spring/clip on the choke cable? Maybe can rig something up.

Although this is the hot start assist cable, the anchor clip is the same. The actual choke cable is the other arrow. The same thing could be accomplished with some safety wire and a zip tie I would think. It almost looks like an old style fuse holder.
