No and yes respectively. You don't need to port the motor for a turbo, but you will get better results from a mid to heavy streetport. And kevlar, or even the ceramic/aluminum, seals will vastly improve your engines chances of survival. FC3S.org sells rounded seals that have, with use every weekend for four months, stood up to heavy boost and a 100 shot of nitrous on a sand-rail. I recommend those personally, thats quite an accomplishment. Especially since the owner of the sand-rail runs crap K&N filters.

constantly runnin it at 8 psi then taking it up to 15 like once a month for track days and what not

A streetport won't necessarily help engine life, other than to maximize the potential of the boost. Running 8 pounds with out the port would not give you as much power as with. Getting 100k miles shouldn't be an issue with good seals and a streetport. Just don't rev it too high and all should go well.

The only way I can see it helping with engine life is to get more power with less boost. Boost kills quickly on rotaries. And certainly only with a streetport. Any amount of bridgeporting will shoot the engine to hell pretty quickly as it will cut into the coolant passages.
