Aftermarket sway bar installation

Im trying to install the front sway bar that came with my car, I can't get the c clamps to lay flat in order to get the bolts in. Are there supposed to be new mounts. Unknown brand its dark metallic gray.

For my Racing Beat bar I remember the bushing clamp wouldn't lay flat as well. Pushing down as much as I could lined up the bolt hole and it was able to be screwed down.
