4 way flashers
From the Workshop Manual:
"If you turn signals work, but the hazard warnings light does not:
1. Check for a hazard warning fuse failure
2. If there is no failure, connect a voltmeter to the Green-Black wire on the L.H. cluster switch connector, and ground. Check whether there are flashing signals when the hazard warning switch is ON.
3. If there is no flashing, check the Green-Black wire between the central processing unit andthe hazard warning switch.
4. If there are flashing signals, check the hazard warning switch."
and ... if it's not any of the above, then it's the central processing unit

Simple fix - sit in the car and flip that switch back and forth about 50 times as fast as you can.
I give you 9/10 shot that this fixes the problem (for awhile)!
Contact cleaner and some electrical contact grease will fix it for much longer, it's just a problem with buildup or corrosion on the metal fingers that the the switch activates. HTH,

edit: as far as turning the swtich on and off will the work for the highbeams ?
