It wont start after that but the longer i leave the key in the ON position the longer it will run when it starts.... I dont know if thats just a coincidence or what but ANY help will be fantastic. Cuz im ****** stumpd.

New motor, did you rebuild the carb? If not, that's like wearing your rattiest underwear, under $200 tux. They both need to be 'fresh'.
If the carb is good, pull the feed line off the carb and do a fuel flow test. It will probably fail. My guess is the tank and pickup inside the tank needs cleaned.
If it passes the flow test, rebuild the carb.

i hooked up a psi gauge to it.. and its putting out like 1.5 psi... it should be putting out like 3.7 -4.7 right? so do you think if i cleaned the fuel tank and pickup it would fix it or do you think i need a new fuel pump

SA tanks are no longer in production and good ones are few and far between. If your's is not leaking or badly rusted, have it refurbished. Some radiator shops offer this service and there are diy kits available from Eastwoods.
You may wish to start with dropping the tank, cleaning and flushing it and make sure the pickup line going into the tank is not plugging with rust/debris.
