All stock flywheels have the countering weight built into them to match the weight of the rotors in that particular engine. Your flywheel/engine/tranny takes a 225 mm clutch, the TII flywheel and clutch are 240 mm. The stock TII flywheel is weighted to match the rotors for the Series of the car, (S4 or S5). The TII tranny needs the larger flywheel for the starter to engage and the TII tranny takes a different starter than the NA trannys. Lightweight flywheels have a neutral balance meaning a counterweight to match the rotors in the engine is needed.
I can't seem to find the flywheel guide that was on MazdaTrix's or Racing Beat's website. It showed all the different flywheels along with the weights and part #s for the different years and engines. Mariah does have a flywheel weight comparison table.
Racing Beat and Mariah Motorsports both sell the 83-85 12A counterweight or you can try and find a used one for sale. The automatic transmission cars have the same counterweight that's needed for the lightweight flywheels. Why, because the flexplate, (flywheel in an auto tranny), has a neutral balance and needs to be balanced to the rotors.

If you other guys would walk through it like this you might be more helpful then causing confusion.
Trochoid big thumbs!

Would you only change the bell housing for a 12a and older style 13b or is there an advantage to changing it out with any motor put into an FB?

Just so you all know if you really want the TII trans to mount up nicely in the shifter hole... you can take your 12a shifter extension off and swap it onto the TII trans... you will have to cut down the TII shifter rod and drill a new hole for the roll pin.... and will have to use the roll pin not the bolt... one has a bolt one has a roll pin... this is the case for the S5 anyways.... i also made a trans mount easily by cutting the two wing tabs off the TII mount and welding them onto the stock 12a trans mount almost fits like its supposed to be there... if the stock mount rots out i will cut/drill/ burn out all the old rubber and fill it with poly... hope this is helpful to somebody
