I couldn't understand the announcers, but the wankel I understood perfectly...

"Brap, brap, etc."...

Okay, here it is: the translation!

Anything in [brackets] was something that I interjected to make the sentence clearer, and anything in (parentheses) was either a comment by me about the dialog, or something I couldn't understand.

Tsuchiya: This is the, uh, [shikukki] RX-3. I didn’t use it, to say, I would use it. As I thought, it was really cool, wasn’t it? What a nice feeling. It’s not so much bringing out the speed or not bringing it out, but more the flavor, as I thought.

Narator: [Talks about mid-70’s oil crisis and how because of this, no major advancements were really made in the development of new engine technology until the rotary engine.] With this a new challenge appeared.

Tsuchiya: Everyone, good afternoon. Rotary [sen] Tsuchiya Keiichi.

(The following few lines are only roughly translated since I can barely understand Tsuchiya’s super fast talking and the somewhat sketch audio…)

The coolest from whenever, or something like that: the number 1 Japanese sports car; this is the first model RX-7.

Hacchan: [Something about rotary cars]. This is your first time?

Tsuchiya: Uh, yeah… They [Japan?] had to make a sports car, and when they made one, they made an entirely Japanese car. And that is this one.

Narrator: Even now being raced today, is this REOS SA22C.

Tsuchiya: So this is a 12A NA Bridgeport engine with 200 horsepower. It also has a turbo radiator and turbo oil cooler. Why use these?

Mechanic: Because the NA ones were so small. So we made them [parts for a] turbo [engine].

Tsuchiya: Whoa, its a weber!

Hacchan: Wha~ the engine is so short/low/humble!

Tsuchiya: But they still make them like this…

Hacchan: Yeah! That’s that rotary doing it! (referring to the sound I assume).

Tsuchiya: Wow, that really is nice. This car was really cool back in the old commercials.

Hacchan: The one with the green one in it?

Tsuchiya: Yeah, that one! Where it comes over the hill and is going through the forrest. [Quotes some line in the commercial that I couldn’t quite get]. But I never rode it back then…

Hacchan: Oh, I see.

Tsuchiya: Lets try bringing out [something about a Touge something-or-another]. That’s a nice sound isn’t it? As I thought, [only] a rotary. Man, it turns/spins! (Not sure if he’s talking about the engine spinning up or the car cornering…)

Narrator: [He mentions the naturally-aspired rotary engine, then I think he says something about how the tuning allows this engine to rev up to 9000rpm.]

Tsuchiya: Wha~ it’s really easy to use, easy to use on the arms and legs (I think)! This car is really splendid, it really is.

Narrator: This is the NA RX-7! Later! With that said, this is the Skyline/RX-7 80’s battle!

Tsuchiya: Alright!

Hacchan: This is my first time trying out this [car]!

Tsuchiya: Whoa, its light, its light! Its light as (something-that-I-couldn’t-understand)!

[Narrator recaps the last lap, Tsuchiya says something inaudible again, and so does the Hacchan. Then Tsuchiya goes into the corner too fast.]

Tsuchiya: That wasn’t good…

Narrator: And Hacchan’s DR is still behind! And again! Breaking a little too hard!

Tsuchiya: Craaap!

Narrator: [Some complex technical mumbo-jumbo comparing the good parts about the RX-3 and SA rotaries, then mentioning some drawback and how the limit to something is low… ] However, since it is a lot like a Hachi-Roku (you all know what that is) it’s no problem!!

Tsuchiya: Wha~ this is a fun challenge. [Something] is exactly like the 86!

Hacchan: I got nothing! I can’t keep up! I didn’t think it would be fast, but that’s definitely not the case!

Narrator: [Talks about how the DR is catching up a little…] The DR’s only chance against the rotary is breaking at the very last minute!

Tsuchiya: (Again, totally incomprehensible).

Narrator: The DR caught up, but is still behind, tail-to-nose.

Hacchan: I can’t seem to make any progress. That rotary is really fast! This isn’t the time for me to be fooling around! How’s that for some progress!?

Narrator: He’s catching up!

Tsuchiya: (More inaudible Tsuchiya commentary)

Narrator: [Something have to do with the drivers dealing with their axels or something]. Is the DR in trouble?

Hacchan: I probably gonna lose here. This high speed… Wha! This is really strange! My legs are breaking!

Tsuchiya: C’mon, c’mon, do your best! 200, 250 horsepower!

Narrator: And it is the SA’s win!

And then they proceed to talk about driving the cars during the race, and I really don’t feel like trying to translate when they’re talking that fast…

Yea thanks for the translation, gives a good idea what they are talking about. I'm surprised he's never driven a first gen before, since he's into the AE86 so much, its from the same era....
Oh and in case anyone cares I googled around for a while and found some software to download the video and convert it to a divx file. Thanks guys!
