Didnt he say the bolts unthreaded so far, and then "popped" out leaving a hole? The captive nuts rusted out, right? If it were me I'd braze (or have someone weld) a new piece of sheetmetal in with captive nuts in the right places. Or toggle bolts if you wanna get ghetto-fabulous.
