Turbo Rebuild Shop in AZ?

I took my turbo out of my s4 to enlarge the wastegate and I think the ball bearings might be bad, because it spins pretty rough and I can spin it by blowing air on it, but as soon and you stop blowing air the turbine wheel stops spinning imediately.

Is that the stock turbo? If so it isnt ball bearing and you shouldnt be spinning it up any way without oil pressure. The turbo shaft spins by means of a bushing that is suspended in oil, with no oil it will not spin freely and will wear.
