So you can literally just say you are visiting a friend for a couple months sure... but yes they can log your car's info onto the system and if they see you around 10 times in a 10 month period they will probably just assume you are living here now and give you a ticket for not registering your car.
When fees are due
Fees must be paid within 20 days of entry or residency to avoid penalties. Any vehicle owned by a California resident must be registered within 20 days of entry into California unless a special permit was obtained. Nonresidents whose vehicles are properly registered to them in their home state or jurisdiction may operate their vehicles in California until they:
Accept gainful employment in California.
Claim a homeowner's exemption in California.
Rent or lease a residence in California.
Intend to live or be located here on a permanent basis (for example, acquire a California driver license, acquire other licenses not ordinarily extended to a nonresident, registered to vote).
Enroll in an institution of higher learning as a California resident or enroll their dependents in school (K-12).
NOTE: Nonresident military personnel stationed in California or their spouses may operate their vehicles with valid out-of-state license plates from their home state or the state where the military person was last stationed.

And dont forget the CALI DMV Snitch hotline. Reward or not, cali residents will turn you in as the economy suck.
and Oh yeah, thanks to this thread as the price on a smog exempt old school RX just went up by 500%. however, most youngster wont know what to do since "bolt-on" items are not available these cars

Anything that doesn't look stock is probable cause. My buddy got pulled over for switching to a single pipe on his FC. Cop said he could tell it wasn't stock because on FCs the bumper is molded for 2 mufflers.
Oh you Take that HALF Breed **** back !!!! I have a very nice custom built sports car, that I enjoy immensely, and have been able to do so for quite some time now...
I have a non rotary afflicted vehicle... not a half breed....

when you go to court request trial by declaration. you can beat the ticket, but you have to pay the fine up front to fight it after. all you have to do is prove that you have stock parts in your car and thats an easy thing to do. then with pictures and a typed letter, it also helps if you have carb legal parts if any. cuz you can go to the dmv site and print the executive orders from there and submit that with you package. in a few months they will drop the case and you will get your money back. also you will get a nice court letter that you can keep in your glove box to ward off cops when they pull you over. cops get paid overtime to go to court. they dont get paid to fight off your evidence package. and usually a court clerk ends up seeing it and dismisses it.
The cop took pictures of my exhaust, gauges, and under the hood. So im sure he will also respond for trail by declaration. He also mentioned he "looked forward" to seeing me in court if it goes that far. I've hit up a few other forums that I'm on to see whats going on locally, many members in the 240, subaru, and evo community have been this spring as well. Latest report I've read was from a 240 member that went to court and paid the full fine...the judge said even though he paid the full fine, he will still have to fix all emissions related equipment. That is just scary.
Kind of sweating bullets until I take care of this.

Stick it to da man
I got pulled over in Escondido a few years ago in my 91 n/a. My only mods were apex-i n1 catback and tinted windows, but the cop swore it was illegal exhaust. It was actually perfectly legal, and considering my stock exhaust had a huge leak, it polluted less and made it easier to pass smog. He didn't give me a ticket, but he threatened to if I didn't fix it.
After getting harassed enough I got the Nolo Press fight your ticket and win California addition. There are some really great things you can do to draw out the process and make it an expensive pain in the *** for them to prosecute you. I fight every ticket I get because it almost always makes the process a net loss for them. Usually you have nothing to lose except your time and everything to gain.
I got a license plate bulb out and driving without proof of insurance dismissed before I even had to go to trial by arguing that my right to a speedy trial was violated. You can do things like transfer to the county seat, peremptory challenge the first judge you get, etc. The great thing is you always cost them money to pursue your legal options, and at worst you usually end up with a reduced sentence. I say stick it to them, if we all do it we won't be easy prey anymore. Even if you end up paying your fine in full as long as it costs them more than they earn, you win either way!
Also I believe the law changes when you step out of your vehicle and lock it. If you do that in certain circumstances it can require them to get a warrant to search your vehicle because it becomes a locked container.

Stepping out of your car and locking it doesn't require a warrant as they already had probable cause to stop you.
Also everyone saying to fight the ticket with time, realize that during that time period until the ticket is dismissed it's a misdemeanor to drive the vehicle on the street and will be impounded if caught driving it...

Good to see my Oxymoronmobile observation is still alive and well.
To be honest, I've seen the underhood of DCrosby's FD and it was very very well done. It would be very hard for the average person to tell that it didn't come stock that way.
That doesn't change the fact that it's still an Oxymoronmobile.

They probably would have impounded it if you had refused, however they may not have been able to easily gather evidence against you. Might have been cheaper to pull it from impound. You might be able to make a case that you were profiled, but that can be hard to prove.
