You can weld it to the hangers, sure. There is a reason that exhaust systems use flexible rubber rings to hold the exhaust to the chassis though. If you weld it you'll get a lot more engine vibration.

Have you replaced your rubber hangers? You'd be surprised how much bigger your old ones are from stretching compared to new ones.

Sometimes putting on new rubber hangers is a pain in the *** cause you need to stretch the **** out of them to get them on the hooks... having the right tools helps LOL

The exhaust needs to move because the engine and trans move on their mounts, and there's almost no flex in the exhaust. The exhaust also expands measurably as it heats, and without flexible mounts you're likely to break something.

Weld to tubing directly to the frame rails. I saw it on a race car. Do it.

What i have done in many Road race cars is use small link chains you can buy at your local hardware store.I have done this many times and have had many success.I do mufflers for a living and i have tried other type of hangers on rotaries and they all melt.

Here are some pictures of our E production SCCA Rx7 FC.....This is an exhaust system i built for this car check it out....

Yeah it's not going to pass with gutted cats. Tell your friend to get some cats in.

Well assuming the chain links don't rust together like it appears to have already done on 616's race car, the chain links would allow the exhaust to bounce vertically and swing horizontally. They would vibrate like a mother though

PLEASE someone do this to a street car. I +1 Renton's idea of welding the exhaust to the frame

I have a feeling that any stiff metal connection between the frame and the exhaust will vibrate so loudly it may mask the exhaust noise. Take that coppers!

^ As a professional auto mechanic/smog technician... I would have to say +1 to the gas tank/wood screws idea. It makes a lot of sense.

You can also try using radiator hose clamps for exhaust hangers. Zipties don't work. Even metal zipties don't work. You can also just try running no exhaust so you don't have to worry about hangers.
