Need a NA rebuild in the Bay Area

So I'm pretty sure that I need a rebuild. I think compression is in the cooling system. Can this occur without coolant into the combustion chambers? Cause it doesn't smoke. What kind of special tools are needed to do the rebuild? Have alot of doityourselfers built these engines? I'm afraid of what I don't know. So, I will pull the engine, but, I would just prefer to pay a professional to do the build. Can anybody recommend a good rotary builder in the San Jose area? Anything I could do inside the engine for performance? Yet still pass smog. Thanks from a rotary newbie.

try Rick's Rotary in pleasanton, even tho he is bit pricey.
