This hasnt gone into effect. It probably won't. Atleast our smog/registration fees arent like other countries. My friend in Japan says smog tests run for something like $1,500. She says DMV fees are pretty crazy too.

THe one thing that really pisses me off in SD is just CARB...where a car can be labelled illegally modified because it doesn't have the right number of bullshit stickers.
