CA Historical Vehicle Registration plates questions

So what does this entitle exactly? I was just looking this up on a ferrari forum and they basically came down to it being a loophole on smog exemption since no one who has this has ever been required to smog.. Of course there are restrictions but they are not clearly defined.. as in you could argue that the car randomly being out on the road is a historical exhibition etc.

IIRC You have to get special insurance, and can only put like 2000 miles a year on your car...There's more I'm sure, but I'm not an expert.

it states no where about a millage limit.. http://www.dmv.ca.gov/pubs/vctop/d03/vc5004.htm

You can drive it everywhere and if get questioned, You can argue you are showing a public exhibition that the car operates correctly.

The law is soo loose on this. Of course my car isnt 25 yet and not running so I can't test this.

I for one would really appreciate someone being able to definitively document this through the DMV...

About the only downside comes when you go to sell it. Value of a car you can't routinely drive is a lot lower than one with unlimited operation - - unless it's a concours car.

I personally went to dmv to register my RX-3's as historical vehicle but decided not to pursue it due to restricted driving. So i went with hagertys classic insurance, i Sked for the lowest max mileage to have a low premium, I figured that $300 full coverage and smog exempt is priceless

According to the DMV website there are 35 counties in Ca that require smog checks for registration plus 6 more that require it only for certain zip codes. That apparantly leaves 17 counties completely exempt from the biannual testing plus portions of those other 6 based on zip codes. This is for all vehicles regardless of what year it was made. I know it doesn't involve historical vehicle registration but thought the info is related to the end result you are after.

Wait you guys have to smog your cars? That sucks. I love living in a smog free county.

I have a stated value insurance policy through Hagerty on my 95 and I cant drive it more than 3k miles a year. So I have been watching my mileage as I drive the car around town a lot. Turns out I have only put 4k miles on it in three years.

Haha I did the same thing with my stated value policy with Rally. Checked the mileage a couple months back and i was averaging just under 1000 miles per year.

This is the one of the parts of the whole regulatory abomination that really chaps my hide; unequal application of legal burden by the state.

State government should not be able to cause a law or regulation's effect to vary by county, any more than the state can directly vary tax rates by county. Direct violation of County government sovereignty & representative government.

But since we're dealing with a 'regulation' put in place by an appointed bureaucracy rather than a law enacted by elected representatives, and because the judges in charge are all drinking the green KoolAid, there's no recourse for a citizen.

A ZIP code isn't even a recognized state boundary, much less representative of a constituency; it's an arbitrary federal designation, subject to change by fiat of the Postmaster General at any time. Has no business being used to designate state legal practices.
