Dyno tuning?

Hello
I finished polishing my upper intake manifold and other various items and haven't done a tuning since my turbo was installed.
Now I'm having throttle problems with the rpm hitting 5000 rpms.
I did manage to get it down to 1200rpm. And now you can hear the throttle going up then down a lot.
If I take it in for a tuning, does anyone know if they will fix this?
I live in Ontario Canada. And do you know of a place that will also certify it while I'm doing the tuning. And I still need to do a etest and all that before I put it in the road.

sounds like a vacuum leak. probably the UIM to LIM gasket
