Will 15x7 +38mm Kosei K1's fit a TurboII!??!

I'd like to know if there will be clearance issues with the 4pot brake calipers and if there will be any rubbing too (shouldn't be any rubbing since stock TII rims are 7" wide)

i believe that's the correct offset for fc's, you should be fine.
