What does 'offset' mean in terms of rims.

like +40
-40

etc, and how do you meaure it?

Off-set

The easiest way to explain it is positive off-set(+ in mm) is a FWD-common rim where the hub is set furthur away from the suspension/brakes from the true center of the rim. The opposite is true(-), especially for RWD cars with "deep-dish" rims.
