Question Odd question - Can I modify hub rings?

I need 73mm - 59.61mm hub rings. SummitRacing has 73mm - 60.06mm. I'm wondering if it's possible to sand down the inner diameter to fit? They're just little plastic rings, right?

1010tires.com has the right size, but for some reason they cost more than twice as much. ($25 vs $10)

(Normally I'd just spend the extra money, but I'm ordering a bunch of other stuff and trying to keep costs down as much as I can, and also make as few orders from as few stores as possible to save on shipping.)

not sure what I was thinking when I posted that. I need rings with an inner diameter less than 59.6. The closest summitracing has to that is 57.1, which is a bit more of a problem (2.5 mm difference instead of .4), but my question still stands.

I'd buy properly sized ones. It's not worth the hassle just to save a couple of bucks.

Here is some on ebay...
