Listing to port! Need new springs?

I noticed a slight driver-side tilt to my 94, and after rolling (minor - if it can be minor) the driver-side fender during an autocross event, I decided to measure the height. The passenger side is 26.5 to the top of the fender opening (image attached of the height measurement). The driver side is 26 even. The wheels are 25.25 diameter.

The guys trying to diagnose this list are sure that one of the springs is different (failed, yielded, somehow tweaked), and both should be replaced. I have never seen a spring fail, so it seems odd to me, but I certianly haven't seen everything.

Question 1 is: what's the stock height?
Question 2 is: is this diagnosis reasonable?

The half inch of difference tells me that even if I even them up, there's not a lot of margin.
