FD wheels rubbing on an FC?

I have FD wheels on my FC with the spacers and they will rub when I go into a hard turn, is this just my suspension being old and worn out or is it something different.

tires are 225/50/16 Fuzion ZRi's and they are the standard 25mm spacers that everyone has

Can you see where they are rubbing? Is it on the tread or on the sidewall? Inside or outside of the tire? and Do you have any suspension modifications? or a measurement from the tire to where it rubs when the wheel is turned at that position at a stop?

It appears to be rubbing right at the edge of the tread, on the outside edge of tire. The suspension is stock.

Fenders rolled?
Check the underside of the bottom edge of the fender arch?

The fenders have not been rolled, but there is a small length of the fender which has been bent down
