LOTS of options in that budget. IMO Tein is over-rated and you pay a hefty brand premium for their products, not saying they don't produce a quality product - but you can do better. For new under 2k, I would get the HKS coilovers, they are $1600 and you aren't going to do much better for a new set. Yes, HKS isn't exactly known for being cheap but they make a superior product IMO.
If you go used, you open up a TON of new options including Aragosta ($3500 MSRP), Ohlins PCV ($2800 MSRP), Quantum ( $3900 MSRP) etc. Zeal's are also another great option, they make coilovers for street applications to strictly track. Only downside is you run the risk of them needing an over-haul, but you are not going to get any better then the coilovers I just listed unless you go the Penske route which would be easily $5000+.
I will be personally running either Aragosta or Quantum's on my car - and my car only gets the best of the best.

They're new, but they have been proven on the track.

I wouldn't touch HKS or any other manufacturer that doesn't have a rebuild or repair facility here in the US.
Teins are a decent budget option. AutoRND here on the forum can probably help you out in your selection. He offers a few different options for different budgets.

So can Ohlins, Penske, Aragosta, and Endless.
I like coilover discussions as I will be upgrading to a set soon, but everyone is quick to offer opionions and I'm sure these are all great products. the first question I'd ask is what's the spring rate that I would be comfortable with?

Not everyone needs "the best". Most of the time, they just need "better" than what they current have.
If he grey marketed the item in, or didn't have the invoice.
When i worked at Tanabe/SSR we never warrantied items/serviced items that were "grey marketed" in. Think of it as trying to get my R32 GT-R serviced/warrantied at a Nissan dealership here.
It's not like HKS coilovers are some super secret coilover that is so hard to rebuild by any quality suspension shop or overhauling service.
Also, a lot has changed since 5 years of HKS being in the USA.
Depends on many things.
