Wastegate Question

Hi Guys,
I just bought an 89' TII with a 13b-REW swap and a Single turbo set-up on it..
my issue i am having is an exhaust leak, so i hunted it down and i found it leaking at the WG to Dumptube thats rerouted.. it looks like it does not even have a gasket on it, which i think is why its leaking. but my other concern is, why can i feel it leaking at that flange that is after the WG at an idle? shouldnt it be closed untill a certain boost level then it opens to keep at a certain PSI?
i can feel air there while the car is at an idle and in vacuum.
its the KKK turbo Kit with cast manifold and HKS WG and SHITTY SHITTY welding and exhaust work done on it, so i plan on changing all the exhaust stuff from the dumptube and bottom of downpipe to the catback, after that the APEXi catback is fine but that section in front of it is nasty, and the wastegate if its not functioning properly
ok but about the WG leaking or stuck open? remember the leak at idle is at the WG/Dumptube flange

It could be leaking, not a good seal. And vacuum at the top of the wastegate is trying to suck it open and pressure in the manifold is pushing against it so a small leak can be possible. I wouldn't worry about it if it ain't loud and is controlling boost.

Wait if the dump tube is rerouted to the downpipe then its an exhaust just like any other exhaust gasket leak

aahhh, i never thought of that, i bet/hope thats it, ok i will just fix the gasket and other stuff for now and hope the WG is doing its job... thanks Tom

ok well a few other concerns with this wastegate. I bought the car and he has the tuning paperwork and it says its has a 12psi pump gas tune and a 15 psi racegas tune and he said he has only run 12psi in it but i cant seem to get it above 7psi, now on the wastegate i see an "ink" stamp that looks like it says 0.40 i assume that means its the 40mm HKS WG, also at the top of the wastegate where i normally see some type of screw (maybe for adjustment?) mine does not have one, its just empty, just a threaded hole, Is that normal or is that just on hella old HKS WG's?
