Wastegate or boost leak issue?

Trying to street tune my stock REW w/ a Holset Hx52, Tial 38mm (small, was going to do a dual setup soon), Haltech E8, 550cc/1600cc injectors, walbro pump, no boost controller.
The car drives very well until I try to giver ****. It starts to build boost around 2500-3000rpm but then it starts to bog down and wont boost past 3psi even though its at 5000rpm and WOT. The Wideband reads 19AFR and at first I was scared, but then I could smell the raw fuel not being burned. Didn't make sense that it was reading lean.
My secondary injectors kick on at the 11th fuel bar and the duty cycle is only around 20% when it starts to bog down and wont climb rpm or boost. Battery voltage stays around 14v as well.
Where should I start to look first? Does this sound like I have my wastegate line plumbed wrong? Boost leak?
Any help is appreciated, no tuner on the Island for Rotary

Made a home depot boost tester and hooked it up to the air compressor. Found out the secondary injectors had massive vacuum leaks...should have known since I've read about them. Used a piece of silicone hose to make a gasket and it seemed to fix the issue. BOV was leaky too.
Needless to say, it's no wonder why I wouldn't build boost.
This thing is absolutely nutty even without mashing on it.
