Turbo does not spool

Well i figured id post here too.
I bought a s5 jdm turbo a couple of years ago off ebay and now im having a slight issue with it.
Before i installed the turbo i ported the WG to the max to get my boost creep issue resolved becuse i was boosting to over 12psi(check sig). After this the turbo boosted to 8psi man and performed beautiflluly for about 5 months, now the turbo started not spooling and just making a wining niose when going into boost. I tested the WG operation and it is openeing and closing when i apply pressure
I should mention that the car also started smoking a few months back at idle during warm up, but this is only at idle and there is no oil in the intercool piping or inside the turbo that i can see.
I just want to confirm that this is a turbo problem and not somthing else check my sig the car is slightly modded.

do a pressure test, or just make sure nothing is leaking on the intake side.
