Is this to much turbo for a street driven TII w/400-425 crank HP goal?

Yep. The compressor is definitely underdriven. For a 72m compressor, you should have at least an S trim turbine (82mm). Call Turblown about their 61mm/P trim turbo, that would work well for your goals.
