T-Series oil seal question

T-Series oil seal question
When you take off the turbine housing of a Turbonetics T series turbo the heat shield is lose, it doesn't have a lip that fits around the center section, it just buts up against it. Woudl this allow oil to leak out? I'm wondering why this turbo I just bought has unburned oil all over the turbine section. The turbo looks brand new and you can see that the oil was never burned, the turbine blade edges are still shiny (not from rubbing either)
When I took the housing off I notice the difference in heat shields from the old T04B I had.
I'm poretty sure this is what is causing it. Thanks for the help as always.

The turbo had oil in it and when it was turned on end it simply drained though the stationary seal.

yeah after I thought about the heat shield I began to realize that the piston ring seals in the bearing housing. So it's no big deal then?
This is great, it seems that i picked up a mint BB T-66 for a VERY good price.
