Open wastegate?

Ok heres the thing.... i got a 46mm wastegate, 0.8bar spring and Blitz boost controller, all OK ,or so I thought the wastegate seems permanently open, ... not all the way that happens as it should @ about .79,happy, its slightly open all the time and sound s**t, its on a screemer pipe but my buddy has the same setup and his is quiet until its time to get loud
I have checked the flanges and fitting and changed the spring for one the same size, no difference.
any help please its killing me

its th 46,,, my friend has HKS 60mm, but yes they are set up the same , the lines are correct and the boost controller is ok.
I had a flat flange on it at one point so it wasnt sealing, but now i have the one with the raised lipthat fits into the "valve"? type thing its even worse...
does this help you? doctors?

smell of exhaust under the hood? If the flange isn't leaking then it would follow that the wastegate is defective.
