oil in turbo

I had a upgraded turbo sitting in my garage for 3 months and like 2 times a month i would put some oil in the oil line and spin the turbo to help keep the seals good. well the turbo has been attached to a manifold and i was going to get the manifold welded a little to make it stronger and once i took it off oil poured out from the turbo. oil isnt anywhere else but fromt he part where the turbo meets the manifold. is this normal or does this mean my oil seals are shot? there isnt any oil from the downpipe part or either of the cold sides.

thanks
Josh
