1600's are fine to about 20 psi.

Before you go and damage your car and blame glass man, what kind of EMS are you running in the car?
Is it a reprogrammed ECU or a standalone?

1600cc secondaries with 550cc primaries and a tuned EMS (Haltech, Apexi, etc) should be able to support close to 510bhp (at flywheel) assuming you can have up to 80% duty cycle. If you are running stock duty cycle limits (~62%), you can run safely up to 400bhp (at flywheel) or around low to mid 300horses at the tires.
Here's a link for fuel ESTIMATION on 3rd gen:
http://www.rx7.com/cgi-local/3catalog.cgi?cat=11
Click on the Fuel Calculator on the right hand menu.

Race gas in general has higher octane.
C11 (or 16) is popular amongst the rotaries as it is a high octane leaded gas.
You can also get high octane unleaded, but I believe those fuels won't have as high octane as the leaded.
Check your local race shop for race gas types.
Higher octane will allow you to run higher boost/compression ratio safely provided you have the right tuning.

Cold start could be a lot of things. On a standalone EMS, it could be anything from cold start cranking, fuel enrichment, etc.

Ignition will help performance on the higher rpm range, but you'll need to re-tune your maps with upgraded ignition.

See post above. The 1600's (in theory) only allow enough fuel to reach that boost limit safely.
Many other factors including, but not limited to A/F ratio, ECU, timing, state of tune, kind of gas, weather, altitude, etc... all play into the equation. Before you do anything, you want to solve your problem first. My advice would be not to run more then 16-18 psi on pump gas without water/alky injection.

ok cool, Im using haltech e6k. im not sure what the timming was tunned at but I think the afrs are like 11.8:1,. the car runs a bit rich. Im going to take the car to 2k miles until 15psi just to be safe. I bought the car from a tuner in Gorgia, the man seems to know his **** so The car should be tunned ok.
